If it's not then it may be either wrong parts or badly made ones. I think the brake drums should press fit into the tire.</p>]]></content:encoded>

<p>I first thought the parts snapped together, but they do not. I have the tire on, and see how the pin slides into the axel. I can't figure how the drum attaches to the rim to hold the the wheel together without glue.</p>
